Prior to the formal opening of the meeting, the Mayor Councillor Larkin had great pleasure in presenting cheques to representatives of charities that had been chosen by her to be supported during the year, as follows:-

 

  • St Luke’s Hospice - £11,200 The cheque was presented by Jeremy West from West and Co who helped raised the money through the organisation of a Golf Day.
  • Age Matters - £4,000
  • Project 58.7 – Basildon’s Needy - £4,000
  • Homestart - £500

 

The Mayor thanked Members, Council staff and the various organisations that had supported her charities throughout the year.

 

The Mayor then gave opportunity for Councillor Malcolm Buckley to speak regarding a further appeal that was being supported. Councillor Buckley advised that he was raising money to fund a Cortical Stimulator for Queen Hospital, the Essex Neurological Centre. The Stimulator is a piece of equipment specifically designed to simplify brain stimulation procedures. This follows Councillor Buckley’s sons recent illness. Councillor Buckley thanked Council staff and Members who had already contributed and informed Members he was also taking part in a charity walk on Sunday to raise further funds and said that Members’ sponsorship would be greatly appreciated.

ELECTION OF MAYOR

To elect a Mayor of the Council to hold office until the Annual Meeting of the Council in May 2013.

Minutes:

Councillor Mo Larkin was proposed by Councillor Terri Sargent and seconded by Councillor Ron Livesey as Mayor of the Council for the ensuing municipal year.

 

As there were no further nominations it was –

 

            RESOLVED –

That Councillor Mo Larkin be elected Mayor of the Council for the ensuing Municipal year.

 

Councillor Larkin then made and signed the declaration of acceptance of office.

 

The Mayor named her charities for the forthcoming municipal year as:

           

  • Lee Chapel North Holiday Club
  • Age Matters
  • Basildon Women’s Aid
  • St Luke’s Hospice

           

The Mayor also announced that she would be supporting the appeal by Councillor Buckley to raise money for the equipment for Queens Hospital, Romford which was the Essex Neurological Centre.

Minutes:

Apologies for absence were received from Councillors Munyambu, P A Rackley and Taylor.

APPOINTMENT OF DEPUTY MAYOR

To appoint a Deputy Mayor of the Council to hold office until immediately after the election of the Mayor at the next Annual Meeting of the Council in May 2013.

 

Minutes:

It was proposed by Councillor John Dornan and seconded by Councillor Don Morris, that Councillor Jackman be appointed as Deputy Mayor of the Council to hold office until immediately after the election of the Mayor at the next annual meeting of the Council.

 

            RESOLVED –

 

That Councillor Chris Jackman be appointed Deputy Mayor of the Council for the ensuing Municipal year.

To receive any declarations of interest from Members in accordance with Part 2, Paragraph 9 of the Members’ Code of Conduct.

ANNOUNCEMENTS

To receive any announcements from the Mayor, Deputy Mayor, Leader of the Council, Cabinet Members or the Chief Executive.

Announcement by the Cabinet Member for Leisure and Arts

 

Councillor Blake reminded Members that the Seevic College New Campus Football Club remained unbeaten this year. They had won 9 games and drew one, which was a fantastic result. Councillor Blake informed Members that the team would be travelling to Heiligenhaus in Germany to represent Basildon and he was sure they would be great ambassadors for the Borough both on and off the pitch.

 

Announcements by the Mayor of the Council

 

The Mayor reminded Members that the Annual Civic Service would be taking place on Monday 11 June at 6pm in the St Martin’s Church. All Members were encouraged to attend as the service would mark the beginning of the new Civic year.

 

The Mayor also reminded members that they were all invited to attend the Sparks Will Fly event at the Sporting Village, organised by Essex County Council, taking place on 24 May 2012.

 

The Mayor took the opportunity to inform Members that she had visited the MacMillan Dove Centre in Billericay that offered a bereavement counselling service which was a fantastic service and the Mayor asked Members to raise awareness of this centre.

 

Announcement by the Deputy Mayor

 

The Deputy Mayor informed Members that he had attended a Chadnam East meets West event the previous Saturday where he was treated to a Bollywood style dancing show.

273.

APPOINTMENT TO COUNCIL COMMITTEES AND OTHER DECISION-MAKING AND ADVISORY BODIES AND OUTSIDE BODIES

To resolve that the Council Procedure Rules be suspended so far as may be necessary to enable the decisions regarding the following to be made:-

 

a)     To note the Leader’s proposals for the Council’s Cabinet as set out in the Order Paper to be circulated at the meeting.

 

b)     To establish committees, appoint Chairmen and Vice-Chairmen of these committees and Members of the Council, and other persons as appropriate, to serve on those committees as set out in the Order Paper to be circulated at the meeting.

 

c)      To appoint Members of the Council to those ‘Outside Bodies’ as set out in the Order Paper to be circulated at the meeting.

 

d)     To appoint Co-opted Members to certain committees as set out in the  Order Paper to be circulated at the meeting.

 

e)     To make any consequent changes to the Council’s Constitution.

 

(The appointments set out in (b) (c) and (d) above shall be for the period ending with the 2013 Annual Council Meeting (unless otherwise specified in the Order Paper)

That the Council Procedure Rules be suspended so far as is necessary to enable the making of the decisions set out below.

2.      That Council establishes those committees, appoints Chairmen and Vice Chairmen of these committees, and Members of the Council, and other persons as appropriate, to serve on those committees as set out in Appendix 2.

 

3.      That Council appoint Members of the Council to those ‘Outside Bodies’ as set out in Appendix 2.

 

4.      That Council appoint Co-opted Members to certain committees as set out in Appendix 2.

 

5.      That changes be made to the Council’s Constitution as a consequence of the above.

STATEMENT BY THE LEADER OF THE COUNCIL

The Leader of the Council made a statement for the forthcoming year, as attached at Appendix 3.
